How IIAPAC Benefits You

IIAPAC is one of three important areas of our industry-leading government relations program: a strong presence at the capitol by our lobbyist, the active grassroots participation of our members and financial assistance to deserving candidates. During the past several years, your Association has enacted several laws directly benefitting your agency, including:

  • 2 year producer license (previously 1 year)
  • Insurance Producer Tort Reform
    • 2 year statute of limitations on actions (E&O) against insurance producers
    • Established a standard of "ordinary care" vs. a fiduciary standard in E&O claims and regulatory actions
  • Enacted legislation that completely rewrites the commercial non-renewal law (commonly referred to as SB 1200) to remove several loopholes that some insurers were exploiting to avoid compliance with the law
  • Worked with employer groups to enact the most significant workers compensation reforms in over twenty years. Employers realize medical cost savings through a reduction in the medical fee schedule
  • Our legislative team is working theirs tails off to make sure any Health Insurance Exchange created by the state is accessible to agents, brokers, and their clients

These are only a few of the positive changes accomplished by our association.

As important -- but often not emphasized -- are those proposals detrimental to independent agents and our industry, which the IIA of IL has defeated. These include:

  • Spitzer-initiated legislation which would have imposed onerous and complicated disclosure requirements for all agent/broker compensation and several other legislative attempts to regulate producer compensation, all of which were supported by Insurance Director Michael McRaith
  • Killed Aon's attempt to impose its compensation disclosure settlement agreement on all independent insurance agents
  • Defeated the Blagojevich administration's proposal to create 1% tax on all commercial lines policies to fund local law enforcement training programs
  • Joined with insurers and business groups in the formation of the Coalition for Jobs, Growth & Prosperity, which led the coordinated effort to defeat the Gross Receipts Tax and oppose a 3% payroll tax to fund Medicaid expansion.
  • Held off passage of a proposal by Primerica to create a new limited lines producer license restricted to selling term life policies with lower testing and educational standards
  • Defeated a proposal that would have authorized local municipalities to license, tax and regulate insurance agents and agencies
  • Defeated several bills imposing costly mandates on small employer health insurance policies

The monies contributed to the state PAC, IIAPAC, are collected by the state association and contributed to state legislative (state senators and representatives) and constitutional officers, i.e. Governor, Lt. Governor, Secretary of State, etc.

Our national association, IIABA, collects their political action monies separately and independent of IIA of IL. InsurPac, contributes only to federal candidates, i.e. your Congressmen or U.S. Senators.

If you have contributed in past years, thank you for your commitment.  Due in large part to generous contributions from agents like you across the state of Illinois, the IIAPAC continues to be a viable medium to voice the independent agents' views in the General Assembly. Your financial support, together with hundreds of your fellow independent agents, will help elect and re-elect candidates who share our business philosophies.
